Hi, I’m David Cole, a licensed U.S. customs broker and the founder of Cole Oregon, based in Portland, OR. I’ve spent years working with wine and spirits importers across the U.S. to help them claim refunds on Internal Revenue taxes paid under the Craft Beverage Modernization Act (CBMA).

When the CBMA program first launched, I assumed I’d only be working on it for about six months. My company at the time primarily handled wine accounts, so once I processed all our internal customers, I thought, “Why not reach out to other importers?” And just like that—what started as a short-term project evolved into a full-time role that I’ve been dedicated to since 2019.

Beyond CBMA, I also help importers correct costly errors in Classification, Valuation, Free Trade Agreements, and other tax-related issues.
